Flurry of Farm Bill Movement before August Recess

As Congress leaves Washington, D.C., to work in their home districts, the House of Representatives proposed a nutrition-only bill that would cut $40 billion from nutrition programs originally found in the Farm Bill. The Academy's message to Congress remains the same: Protect critical nutrition programs in a comprehensive Farm Bill.

House leadership has indicated it has a nutrition-only bill that aims to cut $40 billion from nutrition programs like SNAP and SNAP-Ed. This expected cut is 10 times larger than the Senate's bipartisan nutrition title of the Farm Bill that passed in June.

This House nutrition bill, although not released before recess, will have to be voted on the floor of the House in order to go to conference with the Senate. A Conference Committee is made up of House and Senate members whose task is to hash out differences between House and Senate bills and is a normal step in passing a piece of legislation. The Senate took a critical step Thursday by appointing its conferees to the Conference Committee.
