Farm Bill Update

The House and Senate have adjourned for recess without passing a five year extension of the 2012 Farm Bill.

Before leaving, however, the House agreed to pass livestock disaster relief separately from the Farm Bill to help states experiencing severe drought. By a vote of 223 to 197, the House passed the $383 million package that will focus solely on disaster relief and some specialty crops, while leaving the rest of the farm bill to be dealt with after Congress returns from recess.

House Agriculture Committee Chairman Frank Lucas (Okla.) is confident that a bill will pass this year, saying the question is not "if" but "when." The standalone bill is paid for by placing caps on programs including the Conservation Stewardship Program and the Environmental Quality Incentives Program.

The Senate did not take up the measure before adjourning for recess. House and Senate members now return to their states for a six-week in-district work period. They will return to Washington, D.C., in September to resume work on a number of issues including the Farm Bill.
