New Complexion for 2013 State Legislatures

When Academy members meet with state legislators in 2013, they will find about 50 percent of legislators have served for two years or fewer. The 2010 elections resulted in a 29 percent membership turnover in a non-redistricting year nationally for state legislatures.

The most significant impact of the turnover may be in the 14 states that have adopted term limits and hold legislative elections during even-numbered years. States such as Florida, Colorado and California could see as many as one-third of their legislature seats filled with new members.

This means many legislators who traditionally had the length of service to hold the "institutional memory" and serve as process mentors are gone, and new state legislators will rapidly ascend into leadership positions.

Building relationships with state legislators is a top priority of the Academy and the affiliates. Academy members should work with their public policy panel leaders to meet with state legislators early in the legislative session and subsequently meet regularly to successfully influence in legislation and the inclusion of nutrition programs and services.
