House Appropriations Committee Votes to Eliminate Prevention Initiatives

The House Appropriations Committee has released its draft Fiscal Year 2012 Labor, Health and Human Services Funding Bill. The committee did not meet to mark up the bill; it is unusual not to involve the full committee.

Several significant changes to the legislation include:

  • HHS budget is $200 million below the last year's level and $2.8 billion (4%) percent below the president's budget request.
  • Community Health Centers: $1.2 billion in funding provided for these centers under Affordable Care Act is rescinded
  • Centers for Disease Control and Prevention: a decrease of $52 million (1%) below last year’s level and $220 million (3.7%) below the president's budget request. In addition, the bill includes a rescission of $1 billion for the Prevention and Public Health Fund provided by the Affordable Care Act.
  • Centers for Medicare & Medicaid Services: $290 million (8%) below last year’s level and $1.2 billion below the president’s request.
  • Head Start: $8.1 billion, which is $540 million more than last year's level and the same as the president's request.
  • Funding for the "Healthy Foods Financing" initiative is prohibited.
  • Administration on Aging: 26 million (2%) percent below last year's level and $766 million below the president's budget request.
