Labor, HHS and Education Funding

The Senate Labor, Health and Human Services and Education Appropriations Subcommittee has approved a Fiscal Year 2012 bill totaling $165.4 billion.

The bill comes in at $308 million below 2011 levels while eliminating 15 programs and reducing funding for dozens of others.

  • The bill dedicates $280 million of the Prevention and Public Health Fund (an increase of $135 million) for implementing evidence-based public health and nutrition interventions to reduce obesity and smoking and to make preventive service more accessible.
  • The Centers for Disease Control and Prevention is provided $5.808 billion in discretionary budget authority, a $117 million increase over FY 2011,although taking the Prevention Fund into account, shifting of funding is likely.
  • In a positive development, the legislation does not include any language that would consolidate the CDC chronic disease programs, as proposed in the president’s budget request.
  • The legislation includes $10 million for The National Diabetes Prevention Program.
  • The Maternal and Child Health Block Grant, which funds several nutrition positions, is cut by $50 million.
  • Senior Nutrition: flat funding.
  • The legislation preserves the number of children served by Head Start.
