Essential Benefits Package, Insurance Exchanges May Offer Opportunities For Nutrition Coverage

ADA and member leaders are advocating on the federal and state levels for inclusion of nutrition services provided by registered dietitians in the essential benefits package that set the minimum standards for coverage in the health insurance exchanges mandated by the Affordable Care Act.

ADA continues to communicate with the federal agencies charged with developing the essential benefits package. At the state level, ADA has advised member leaders on state-specific strategies and will soon release new resources as a member-only benefit.

A State Health Insurance Exchange Toolkit designed to educate and assist state affiliates in their advocacy efforts will soon be available. ADA members are encouraged to work with their affiliate Public Policy Panel on all advocacy efforts related to this venture. Stay updated on this aspect of health care reform by reading the monthly MNT Provider newsletter and visiting Private Insurance Coverage/State Insurance Exchanges.

Nearly every state attempted to address the challenge of how to create a health insurance exchange in line with the federal law's provisions. The law says every state must have a statute or executive order creating the legal authority to run such an exchange before the federal government can provide full funding. So far, every state except Louisiana has received a $1 million planning grant to begin work on the project, and some states have received supplemental grants. Still, only 10 states have enacted exchange laws.
