Diversity and Practice Sub-committee Spring 2006 Report

I. CHARGE

The charge of the subcommittee can be found in the “HOD Motion #2 and the Charge to the Diversity and Practice Subcommittee of the Diversity Committee.”

The charge is made up of four main parts. The Subcommittee is to:

  • Review all information
  • Develop short-term and long-term recommendations to address education, ongoing education and training and nutritional care delivery to culturally and ethnically diverse populations.
  • Prepare an initial report for the HOD by October, 2004
  • Prepare a more detailed report and timeline for the HOD by mid-April, 2005 (This deadline was extended until the end of May.)
  • In June, the House Leadership Team asked ADA’s senior staff to review the proposal.

II. COMMITTEE ACTIVITIES

The Subcommittee has held six meetings since it was formed.

Subcommittee members have contacted other associations in order to learn about how their organizations are meeting the challenges of a culturally and ethnically diverse US population:

  • American Association of Diabetes Educators (AADE)
  • American Association of Respiratory Care (AARC)
  • The American Nurses Association
  • American Pharmaceutical Association
  • American Speech-Language-Hearing Association (AHSA)
  • National Association of Social Workers
  • American Occupational Therapy Association, Inc.
  • American Physical Therapy Association
  • American Association of Radiological Technologists
  • American Diabetes Association

The best ideas discovered through research as well as new ideas from the Subcommittee members have been discussed, categorized and prioritized.

III. FINDINGS

The Subcommittee’s major recommendations are contained in this report. Other information and ideas that ADA may want to consider are contained in Addendums I – II.

Addendum I contains a sample Cultural Competence Strategic Plan imitating the plan of the American Physical Therapist Association.

Addendum II includes many ideas found in research or submitted by the subcommittee which, although important, were not chosen as the most crucial.

Addendum III contains the information compiled from the benchmarking research with other associations. The members of the Subcommittee recommend the readers of this report to read through the variety of ideas included in that research.

IV. REVIEW BY ADA SENIOR STAFF

The House Leadership Team suggested that ADA’s senior staff members further analyze the proposal from all perspectives; legal, financial, operational, etc. Keeping ADA’s budget and staff size in mind, the senior staff members have made following changes to the original proposal:

  • Removed recommendations outside of the scope of the charge, (ex. ideas that focused on diversity rather then cultural competence) and sent those ideas to the appropriate group or committee (ex. The Diversity Committee).
  • Removed recommendations for projects already in the works
  • Revised timelines

V. REVIEW BY THE DIVERSITY COMMITTEE

This report was reviewed and discussed by ADA’s Diversity Committee in January. The Committee’s additions were agreed to by the subcommittee and incorporated into the final document.

VI. RECOMMENDATIONS & TIMELINE

The Diversity and Practice Subcommittee believes that diversity should be incorporated into everything that ADA does. We recommend that these ideas be added into ADA’s strategic plan and that individual ADA committees be required to report back to the House of Delegates at least once per year and the internal groups or teams be required to provide a progress report to the Executive Team at least once per year.

3. Although there are a few topics pertaining to diversity and cultural competency in the entry-level dietetic education programs, we recommend that the issue of cultural competency be included in each of the eight areas taught. It is not the intent to teach students the food preferences of every culture but to teach cultural sensitivity.

  1. Recommend a presentation on a topic of cultural competence within practice be included at FNCE.

  1. Identify cultural competence-focused continuing education

  1. Offer a teleseminar on cultural competence topics on an annual basis.

  1. Recommend the Diversity Committee investigate what other associations do in regard to cultural competence and how successful their programs are and write an article for the Journal (for CPE)

7. In reviewing the learning needs assessments of the professional development portfolio, only a few tracks that address diversity or cultural competence (1040-cultural sensitivity, 1060-foreign language, cultures, 4120-life cycle) were found. We recommend that cultural issues be a track in itself. The types of learning needs that can be included under ‘cultural issues’ are:

  • Eating patterns of diverse groups
  • Ethnic foods
  • Managing in a diverse population
  • Lifestyles (same sex partners, transgender)
  • History of immigration
  • Communication: Body language, clothing, verbal expression
  • Health practices
  • Gender issues
  • Religion and Superstitions

Including cultural competence and cultural sensitivity in the initial and ongoing training for dietitians and dietetic technicians is a critical step to increasing the cultural competence of all of ADA’s members.

  1. Encourage the Publishing Team to continue with their efforts to publish materials such as the Essential Spanish for Dietetics Professionals as business needs indicate
