EHR Adoption - Is HITECH working?

Post by Lindsey Hoggle MS, RD: Wondering how well we doing with EHR adoption in the U.S.? A recent publication of Health Affairs provides an update on both professionals and hospitals progress on health IT adoption. Let’s start with Hospital Adoption statistics:

  • In 2012, only 44 percent of U.S. hospitals had what is considered a “basic EHR”.
  • During the same time period, 42 percent of hospitals could meet all of the federal Stage 1 “meaningful use” (MU) criteria but only 5 percent of hospitals could meet the more stringent requirements of Stage 2 MU.
  • Not surprisingly, large urban hospitals continue to outpace rural and nonteaching hospitals.
  • During the first year of Stage 1 MU, (2010-2011), the proportion of hospitals with EHRs nearly doubled (from 15 to nearly 27 percent).
  • A breakdown by EHR functionality shows that hospitals struggle the most with allowing patients to “view online, download and transmit health information”.

And take a look at the “Eligible Professional” progress:

  • In 2012, 72 percent of office based physicians have adopted “some kind of system” and 40 percent had adopted at least a basic EHR.
  • Physicians in rural areas had higher rates of adoption than those in large urban areas, and physicians in counties. Physicians working high rates of poverty had rates of adoption comparable to those in areas with less poverty.

So what does the future hold?

  • Stage 3 MU requirements are being formed now, are scheduled to go into effect in 2016.
  • Hospitals that have not met Stage 1 MU criteria by July 1, 2014, will face financial penalties that increase over time.
  • Hospitals may begin attesting to their meeting stage 2 meaningful-use criteria in October 2013.
  • The Notice of Proposed Rule Making for Stage 3 MU will likely be released after the first of the year, 2014. The Academy continues their work in the health standards arena at Health Level Seven and the Standards and Interoperability Framework to secure nutrition inclusion in health IT.
